About the Role

Our public sector client is seeking Technical Writer, for a 3.5 month full time contract, with the possibility of up to a 12-month extension. The Technical Writer will be required on a full-time basis (7.25 hour work day, 36.25 hours/week), and is being hired as a Specifications Writer to join the Procurement Services Branch.


The successful candidate will be responsible for creating detailed and accurate requirements for the acquisition of goods.  The candidate will work closely with internal and external stakeholders to ensure Requests For Proposals (RFPs), Requests for Quotes (RFQs) etc. specifications are in alignment with trade agreements and provincial legislation.



This role is critical in ensuring that RFx documents are clear and legally sound, resulting in competitive,  fair, and transparent procurements.



Key Responsibilities - as a Specifications Writer, you will:
• Draft and Write Specifications RFXs (Requests for proposals, quotes, information etc)
o Develop detailed technical, functional, and performance-based specifications for a wide variety of goods.
o Ensure specifications are clear, precise, and free from ambiguity to encourage fair competition among suppliers.
o Use industry standards, public sector regulations, and organizational guidelines to shape the specifications and ensure accuracy and completeness of all technical documents.
o Review and revise existing specifications to keep them current and aligned with organizational objectives.
o Identify and mitigate risks related to supplier performance, quality, or potential disputes.
o Understand all aspects of public sector procurement, including trade agreements and requirements for open, competitive tendering.



• Research and Analysis
o Research industry standards, best practices, and regulatory requirements to inform specifications.
o Analyze end-user needs, market trends, and supplier capabilities to create feasible, cost effective, and quality-driven specifications.

• Collaboration and Consultation
o Collaborate with stakeholders such as client departments, team members and management to gather input on requirements.
o Liaise with legal, compliance, and risk teams to ensure specifications meet regulatory and contractual obligations.

• Training and Support
o Provide guidance to procurement officers and stakeholders on defining, interpreting, and applying technical specifications.
o Train end-users of the goods and project teams on how to apply specifications during procurement activities.



Per worker model below this is a Onsite role.
Working Hours/location:
• Standard Hours of work are 8:15 to 4:30 with a 1 hr lunch break Alberta time, Monday through Friday excluding holidays observed by the province.
• Location: Edmonton, Alberta
• The expectation will be for the resource to work from the office 5 days a Week

Requirements

Work Experience:


  • 6 years experience- demonstrated experience in executive stakeholder relationship management and engagement (i.e. determining the needs of senior stakeholders and understanding business priorities and pressures).

  • 6 years experience- assisting in reviewing, evaluating and providing test input during business requirements gathering and detailed design specifications.

  • 6 years experience- in public sector procurement processes including an understanding of trade agreements and competitive bid law.

  • 6 years experience- with Providing guidance to procurement officers and stakeholders on defining, interpreting, and applying technical specifications for RFXs (Requests for proposals, quotes, information etc)

  • 4 years experience- demonstrated experience with MS office suite (Excel, Word, PowerPoint, Outlook)

  • 4 years experience- demonstrated experience working as Trainer on at least 1 project in a large organization or public service environment, impacting 100+ staff.

  • 4 years experience- demonstrated working experience managing complex programs to meet business outcomes

  • 4 years experience- with professional research methodologies.


 

Standard Background check required.

The Supplier shall, prior to commencement of the Services, provide the client, on its request and at no cost to the Province, with criminal record checks.

 

Professional Licenses/Certifications:

  • Completion of SCMP or other equivalent courses and associated certificates.
