About the Role

Our public sector client is seeking a Senior IT Project Manager for a 11.5 month, full time contract, with the possibility of up to a 12-month extension. The Senior Project Manager (PM) will be required on a full time basis (7.25 hour work day, 36.25 hours/week)  and is responsible for the successful delivery of projects. This role involves overseeing project management while embedding agile practices to ensure data access, analytics, and economy support data-informed decision-making. The Senior PM collaborates across the organization to deliver data products as corporate assets, focusing on business outcomes, innovation and transformation. The Senior project manager will also function as an agile coach by embedding agile practices across the team.

The PM is responsible for: the coordination and completion of IT projects; oversees all aspects of projects; sets deadlines, assigns responsibilities; monitors and summarizes progress of project; builds and maintains working relationships with team members, vendors and other departments involved in the projects; and prepares reports for upper management regarding status of project.


  • Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.

  • Manage project(s) that will document business requirements, design & deliver IT solutions that are compliant with and contribute to the clients enterprise architecture.

  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.

  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.

  • Manage multiple projects, project resources and project governance.

  • Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.

  • Take responsibility for ongoing client satisfaction – manage peer-level client relationships and  overcome hurdles to ensure win-win solutions.

  • Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.

  • Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.

  • Document and report project status against established objectives, milestones, budget and resources, facilitate tracking and closure of issues and risks.

  • Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.

  • Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.

  • Develop, as required, related requirements documentation.

  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.

  • Provide leadership and assistance to business, project teams that require change management and communication support.

  • Work within the standards defined by the project management office, and in the absence of standards work with the project management office to define new standard


Duties:
The Senior Project Manager will provide project management services that delivers services to enable data access, analytics and economy to support data-informed decision making.


This role will be responsible for managing new projects and projects in progress, which is designed to coordinate, analyze and manage delivery of data products and analytical initiatives for the client. The role is key in defining and meeting all scope requirements, budgets and timelines; and ensuring defined business and technical requirements are met. The role would function as an agile coach and provide hands on knowledge to team members on integrating Agile best practices into project delivery.

  • Lead the adoption of Agile methodologies, facilitating Agile ceremonies, coaching teams and integrating

  •  Agile best practices into the project delivery

  • Aligning project scope, goals and deliverables to business objectives in collaboration with the senior leadership team and internal stakeholders

  • Advise the Manager of Data Product Delivery on all aspects of project delivery, providing expert insights and recommendations

  • Lead the team in establishing agile best practices for resource utilization, product prioritization, value management, status delivery and project sizing

  • Manage various projects concurrently and communicate appropriate update to leadership team

  • Foster a culture of continuous learning, agility and collaboration among team members by acting as an Agile Coach and applying change management techniques.


Equipment requirements:

Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.


Working Hours

Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province.


Work must be done from within Canada, due to network and data security issues.


It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the client/Handis does not pay for travel to attend on-site meetings.


Onsite meetings include but are not limited to strategic, architectural, & technical discussions, meeting with team members, senior managers, directors, executive directors & business clients. Frequency of meeting could be up to 3-4 times per month.

Requirements

Education

The candidate must meet or exceed ONE of the following:

  • University graduation in business, management or related discipline, and 4 years of Project Management (PM) experience; OR

  • 2 years Diploma in in business, management or related discipline, and 6 years of Project Management (PM) experience; OR

  • 1 year Certificate in in business, management or related discipline, and 7 years of Project Management (PM) experience; OR

  • 8 years of PM experience

 

Professional Licenses/Certification

  • Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate)

  • Prosci change management certification or designation

  • Active professional Scrum Master Certification (attach certificate)

 

Work Experience

  • 2 years experience driving Agile adoption and cultural transformation through coaching, training and team facilitation

  • 8 years experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures

  • 5 years experience in Agile project methodology

  • 3 years experience in leading organizational change initiatives with proven results

  • 2 years experience with Agile backlog management tools such as JIRA or Azure DevOps

  • 8 years experience working on multiple projects at one time

 

Standard Background Check

The contractor shall, prior to commencement of the Services, provide the client, on its request and at no cost to the client, with criminal record checks.


Resource References

Three references, for whom similar work has been performed, must be provided. The most recent reference should be listed first. Reference checks may or may not be completed to assist with scoring of the proposed resource by the client.
