About the Role

Our public sector client is seeking a Senior IT Technical Business Analyst (BA) for a 1-year and 7-month full time contract, with the possibility of up to a 12-month extension. The Business Analyst will be required on a full-time basis (7.25 hour work day, 36.25 hours/week), to work with the team and take an agile approach to replace the legacy application responsible for the delivery of Land Titles Services in Alberta. The team is looking for a BA who is process oriented and experienced in gathering requirements, performing gap analysis, and working with stakeholders to deliver solutions that meet business needs and drive operational efficiency.



Land Titles Registry Program Overview:



The Land Titles Act provides the legislative framework for the department to register land related documents that both create and terminate legal rights in property. The land registration system used in Alberta is based on the Torrens System of land registration and operates under the legislative authority of the Land Titles Act. Working closely with the Land Titles Office, Registries Evolution is helping to identify opportunities to redesign, innovate and modernize the Land Titles Registry with a focus on moving away from paper-based systems, improving client service, and achieving better user experiences. Small agile design and development teams are delivering the products that will comprise the new Land Titles cloud based digital services.




Responsibilities will include:


  • Facilitate requirements gathering sessions and conduct process walkthroughs: Identify goals and pain points through gap analysis on current state and future state business processes; Create, review and update user stories, personas and journey maps, as applicable; Create system use cases, flow diagrams and interactive mock-ups outlining functional requirements, as required; Document and validate results with subject matter experts and drive the creation of detailed business and functional requirements specification documents

  • Work with the technical team to design IT solutions that meet the business requirements and validate the proposed solutions through user acceptance testing (UAT) and ensure they meet the predefined criteria.

  • Support development of necessary system (non-technical) documentation as well as make recommendations for policy and/or procedural manuals.

  • Support change management and training to ensure delivery of complex program changes.

  • Monitor and evaluate the effectiveness of implemented services, conduct post implementation reviews, assessing opportunities for backlog refinement and for continuous improvement.

  • Liaise with security and privacy teams to complete security threat risk assessments and privacy impact assessments as required.

  • Assist with project planning, scheduling and status reporting as required.

  • Analyze existing documentation and engage with subject matter experts to identify, define, and document business rules and decision logic for the submission, examination, and registration of land title documents.

    In addition to the qualifications that will be evaluated, the Contingent Resource should have:

  • An understanding of Agile framework (SCRUM) through demonstrated experience.

  • A results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.

  • A thorough understanding and experience using an Agile/Hybrid approach. Experience with tools such as JIRA is preferred.

  • Knowledge of and the ability to apply and interpret complex legislations/regulations, policies, and standards.

  • Ability to work collaboratively and productively to achieving outcomes



Working Hours



Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the client, and will be expected to be on-call periodically. Work must be done from within Canada, due to network and data security issues.



Per worker model below this is a Hybrid role, it is anticipated the role will be primarily remote, however in the event of an onsite meeting, the client/Handis Consulting Ltd. does not pay for travel to attend on-site meetings, nor any expenses related to relocation, travel, accommodations, or meals.




Equipment


The BA shall be responsible for providing all of their own equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.

Requirements

Education


  • Bachelor degree in IT or related field of study

 


Work Experience


  • 4 years of experience as a business analyst translating business requirements into detailed technical requirements in an enterprise IT environment

  • 4 years of experience documenting user requirements, business processes, and workflows

  • 3 years of experience in facilitating and managing business process development and process re-engineering workshops and sessions

  • 3 years of experience with user acceptance testing including creation of user acceptance plan, status reporting, and managing assigned tasks

  • 3 years of experience with written and verbal communications including specific experience in drafting strategic business and technical documentation

  • 2 years of experience working within an agile development environment

  • 2 years of experience assisting in reviewing, evaluating and providing test input during business requirements gathering and detailed design specifications

  • 2 years of experience evaluating policies, programs, and initiatives using program development principles

  • 2 years of experience exploring multiple design solutions to a given problem or feature, and communicating those solutions visually through sketches, user flows, wireframes, functional prototypes, and/or high-fidelity designs, as necessary

  • 2 years of experience in analyzing process maps, descriptions, and data flow diagrams of complex business processes to understand records that are produced

  • 2 years of experience in gathering requirements from a diverse group of stakeholders across ministries or departments

  • 2 years of experience in the design, development and implementation of complex IT solutions

  • 2 years of experience in the development of project documents for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.

 

 

Standard Security Clearance


The contractor shall, prior to commencement of the Services, provide the client, on its request and at no cost to the client/Handis Consulting Ltd., with a current criminal record check.


 

Resource References


Three references, for whom similar work has been performed, must be provided. The most recent reference should be listed first. Reference checks may or may not be completed to assist with scoring of the proposed resource by the client.
